They really should draw up an exhaustive list of possible offences which a player can possible commit and start excercising some consistency. The Disciplinary Panel/Commission certainly need to be more consistent in meting out sentences/punishments and should refer to/use previous cases of similar nature as benchmark.
*Note that in today’s Independent news article (Source: http://www.independent.co.uk/sport/football/news-and-comment/chelsea-defender-banned-for-spitting-at-referee-920846.html), Chelsea & Serbia defender Slobodan Rajkovic has been suspended from international and club competitions for 12 months by FIFA, for spitting at the referee during a match at the Olympics.
