Uefa referees’ chief Pierluigi Collina has insisted that referee Nicola Rizzoli should have sent off PSV Eindoven’s Hector Moreno for his tackle on Luke Shaw last month. Moreno won the ball while also breaking Shaw’s leg, which meant the referee didn’t even award a foul. Collina has confirmed it should have been a penalty and Moreno, who went on to score PSV’s equalising goal, should have been sent off.

We certainly reminded our referees to be very, very careful with this matter. Nobody reacted because what was perceived, even by players on the field of play, was the ball was played. This is the thought of many: if the ball is played, it is not even a foul. We need to make people aware that if you want to protect the safety of the player, even challenges on the ball but risky in terms of endangering safety of an opponent can be punished, should be punished.
